Profile: Julie is an experienced healthcare practitioner who has worked for many years in the public and private sectors. Alongside this Julie has had significant experience in the University and FE sector. Her primary clinical areas of expertise are in professional and practice development mainly gained within the theatre environments of busy acute hospitals throughout the UK. She has a record of delivering pragmatic, cost-effective solutions to the challenges that are presented in todays health and education sectors.
Julie is accustomed to working at a strategic and decision making level across various organisations and as such has built up an effective network across the health and educator sectors. She delights in taking a ‘hands-on' approach in helping her clients understand and realise the full potential of their business operations an approach which is built on a thorough understanding of the philosophies underpinning modern healthcare and education practices.
Over the years Julie has been actively involved in a range of national forums. More recently these have been linked to the introduction of the National Standard Contract, Bench Mark pricing and Quality Assurance systems for health and education to support commercial contracts related to the purchase and delivery of non-medical education.
Current and Previous Work Experience:
Strategic Health Authority – Julie held overall responsibility for the education contractual portfolio within this organisation. This involved the management of a large contractual portfolio with an overall value of approximately £120m. Julie strategically led and was responsible for: the purchase of education services, specification development, competitive and single tenders, contract negotiation, renewals, variations and co-ordinating national and local quality assurance processes linked to funded education in order to meet the local and national requirements for workforce development.
Workforce Development Confederation –Through partnership and collaborative working with a variety of local and national agencies such as the NHS Executive, Quality Assurance Agency and Council of Deans etc Julie has been instrumental in reviewing processes and systems linked to education commissioning as a means of ensuring that workforce requirements and needs were met. This has been achieved through the development of a strategically and financial efficient framework to support the ongoing supply of healthcare staff to NHS Trusts and social care sectors across Buckinghamshire, Oxfordshire and Berkshire.
NHS Trust – Throughout her career Julie has held a variety of clinical and managerial roles within NHS Trusts both in the primary and secondary care sectors. Primarily these roles have focused on clinical leadership, professional & practice development, quality assurance, hospital management and capacity and capability. During this time she has utilised strong negotiation and influencing skills across the multi –professional and multidisciplinary teams to assist the various organisations in meeting national and local agendas linked to patient and workforce targets. This has included involvement in overseas recruitment for organisations in Australia, Singapore and the Philippines. More recently Julie has worked closely with NHS Trusts to identify new role developments and related education needs linked to changes in service delivery.
Private Sector – In her earlier career Julie has worked within the independent sector assisting organisations in the commissioning of new theatre complexes and surgery schedule planning related to service delivery for ‘fee paying’ clients. Working within this sector has given Julie an excellent understanding of the inter-relationship between healthcare and finance on a commercial basis. More recently with the development nationally of Independent Treatment Sector Centres (ISTC’s) she has been involved in reviewing the implications for workforce and competency development for staff employed in this market sector.
Other organisations – Julie has regularly worked collaboratively on a broad range of issues with organisations that are intrinsically linked to the NHS framework. These include the Department of Health, Post graduate Medical and Dental Deaneries, Skills for Health, The Learning and Skills Councils, private sector providers, social services, unitary authorities, the voluntary sector, FE Colleges and Universities UK.
Universities – During her studies for her Post Graduate Diploma in Education Julie undertook a period of supervised teaching practice at the University of Northampton. On completion of her studies the University awarded Julie a visiting lecturer post which she held for several years. During this time she was involved in the development and delivery of distance learning programmes for Enrolled Nurse Conversion students and Adaptation programmes for students from overseas seeking UK registration, including all associated assessment methodologies.
In a recent 360 degree appraisal process Julie scored highly in leading and developing others, encouraging change and able to resolve complex problems. Peers described her as “politically astute, an excellent communicator, and highly credible both internal and external to the organisation”. A recent Hay’s assessment said Julie is “very forward looking and her conceptual approach enables her to articulate how current service developments fit into the bigger picture of todays healthcare market. She has a very good understanding of the broader political drivers and priorities and is aware of how these will provide key challenges across the healthcare sector”
